This is an Ontario ranking. We started with the ten cities over 30,000 people that had Ontario’s highest 2025 opioid-toxicity death rates. Then we reordered those ten using the three-part score below.
Provisional: some ED and homelessness figures cover a city; others cover a larger region, and not all are from the same year. Seizures and spending stay outside the score until cities publish comparable numbers.
